On 6th April 2006, mandatory licensing of Houses in Multiple Occupation came into force across England.
Landlords whose property is classed as a HMO must apply for a license from their local authority.

Empty Property Refurbishment Services


Pathmeads is working with several local authorities across London and the south east to bring empty properties back into use.

Grants are offered by the local authority to owners to provide refurbishment and conversion services for long-term empty properties. Pathmeads work with the owners and local authority to manage and complete all refurbishment works.

We can provide advice and assistance throughout the refurbishment process and can offer:

  • planning application service
  • building regulations guidance
  • liaison with utility companies
  • all necessary building works
  • property lettings
  • property management


    We are currently operating three empty property refurbishment schemes

    • North London Sub Region scheme - working in partnership with Barnet, Camden, Haringey & Islington
    • PLACE scheme - working in partnership with Chelmsford, Harlow, East Hertfordshire, Epping Forest and Uttlesford
    • Thames Gateway South East PLACE scheme - working in partnership with Basildon, Southend, Rochford, Castlepoint and Thurrock
